John, 
there are two errors, from which I have only the fix for the first:
please copy ccl-1.5-patches.zip/ilisp/cormanlisp.lisp to your ilisp dir.
c:/bin/xemacs/xemacs-packages/lisp/ilisp-5.12.0/
before step 12. that means before step 10
This should fix the COMMON-LISP::SET-READTABLE-CASE problem. 
There should be a comment in README.ccl to do this.
I would like to have the ilisp package and the SET-READTABLE-CASE 
patch in the image.

I'm now investigating why the backslashes are not converted to slashes.
This is an ilisp problem.
