Given C-c C-q C-a you think of "entering a 3rd control key sequence" and given C-c C-q a you think of "just pressing the key". But given C-c C-q C-a I, and probably Andreas, think "just pressing the key" (since it's <press control down> <rapidly enter cqa> to me) and given C-c C-q a I think "release control, press the key". It's the release point of control that makes the difference. When it happens after cqa, I can sort of interleave it with processing what comes next, but if it happens in the middle, I have to do it (more) synchronously. I guess there may also be the aspect that in C-{c,q,a} I can think "compile-quux-always" (or from whatever those letters refer to) as opposed to "compile-quux-<something irrelevant I just have to remember here and not one letter before>-always" in the case of C-c C-q a.
