Shouldn't we finally release 5.12?

I think we should finally release 5.12, as we should have a release
that works with Emacs 21.  The "completer" problem is reported again
and again, and we have to refer to the CVS version every time.

Last time we talked about that in January, and there didn't seem
anything important that should be done before the release.
