How embarrasing. You are correct, i can login using the the instructions
given at http://sourceforge.net/projects/ilisp/

I was working from instructions on
http://cl-cookbook.sourceforge.net/windows.html#Installing%20additional%20Em
acs%20utilities which seem to be incorrect. I will let the maintainer know.
