You need to use a non-gui console version of LW with ILISP. Also,
if you install LW in a path with spaces in it's name (such as 
"c:/Program Files/Xanalys/LispWorks/"), it is better to create a
batch file to start LW with from emacs. This and other LW-specific
setup instructions are detailed on the page that I contributed 
to the CL Cookbook (it covers setting up emacs for a number of
different lisp implementations under windows:
