LISA Release 1.3.1

Greetings. LISA release 1.3.1 is now available. This version is a
significant bugfix release that addresses a major flaw in the class
hierarchy reasoning logic. There are also other changes that are described
in the ChangeLog. Many thanks to Paul Werkowski for locating and reporting
the hierarchy problem.
