RE: RULE-SHORT-NAME exported twice

I suspect it's just an oversight. I can't recall any benefit in doing so.

If you have time, would you enter this (and the other request you made) into
Lisa's bug-tracking mechanism? This will help me prioritize, and remember,
these things. Thanks!
