Absolutely.  And all that effort has made a toolchain which produces code which is ... 20% faster.  In terms of benefit per <whatever currency unit will replace the dollar> that has to be an impressively low figure.

rustc is LLVM-based so some of all those hours is going into both, effectively.  Julia is the same.
