And yes, for cell phones you can’t just produce an App. 

You have to plug into the audio chain of the telephony system. And for regulation reasons no App is permitted to cross that boundary in a cell phone.

You have to become part of the Cell Phone audio provider chain. And that requires working with the Cell Phone manufacturer.
