Julia is altogether more interesting.  The exact details are unknown and probably never will be known, but it is almost certain that the standardisation process underwent gravitational collapse beginning in (for distant observers) 2049.  The last IP packet was received in 2052, with a z of approximately 20.  No further packets are expected, although one or perhaps two individual bits may arrive over the next thousand years.  Technically, the standards committee is still outside the event horizon for distant observers: from their perspective they will reach the singularity in under a second: too fast to file even a trivial amendment to the standard.
