buidling latex manual broken

Here is another bug with the latex doc building: The table
of contents does not get created (?). After doing 
(make-latex-manual) in lush:

[juenglin@alpspitze sf-lush-build]$ head -n 20 doc/latex/lush-manual.tex
\documentclass{book}
\begin{document}
\title{Lush: Reference Manual}
\author{L\'eon Bottou, Yann LeCun}
\maketitle
\tableofcontents
