linking bfd statically

Kevin, I just changed the configuration script to try linking bfd statically. It checks whether we can compile and link after replacing '-lbfd -liberty' by '-Wl,-Bstatic -lbfd -liberty -Wl,-Bdynamic'. The debian rules already did this. This is no longer necessary but I cannot test so I did not change anything.
