linking bfd statically

I just changed the configuration script to try linking bfd statically.
It checks whether we can compile and link after 
replacing  '-lbfd -liberty' by '-Wl,-Bstatic -lbfd -liberty -Wl,-Bdynamic'.

The debian rules already did this.
This is no longer necessary but I cannot test
so I did not change anything.

The main reason to do this, in my opinion, is to reduce the 
chances that users will get into trouble because of multiple
versions of bfd lying around.
