Count flag added to hset

Hi,

I have added a count flag to "hset" to enable counting of elements encountered from eltlist
when building the hash table. A simple and useful change, should not interfere with any
previous behavior.

Documentation has been modified and htable.hlp has been completely changed from
Dot-Tag syntax over to Brace syntax.
