I don't think that is the case for lapack.

There are only a few libraries that I would put into Depends (besides
the obvious ones like libc) as without them lush feels a little crippled:
o libx11-dev
o libreadline/-dev
o ImageMagick
[did I forget any?]

And there are other libaries to that one could put into Recommends:
o blas, lapack
o libgsl
o OpenCV
