You do not need CLOCC installed to use DEFSYSTEM.  You can get it 
separatedly.

Ahem!  ILISP is a very stable system.  However it assumes some 
implementation dependent things.
If it does not work with the latest and greatest CMUCL, send an email 
to the ILISP-HELP mailing list.

Most likely it is going to be a very simple feature problem.
