RMCL defaults to CCL, not CL-USER?

If memory serves, when one launched MCL, the default package was CL- USER. RMCL appears to default into CCL, which can cause package issues. If this was intentional, I'm not sure why (and r219 didn't do this). What's the easiest fix?
