Here is a small diff that allows xmlutils to run under CMUCL. I
actually think that it is completely generic, but I have only tried it
with CMUCL 18e.

It is quick and dirty. The most problematic area was the unicode
support through `unicode-check', which I have replaced with a warning
when not running under ACL.
