I solved my namespace problem by going into Zmacs and hand-editing
LIMBO:>SYS>SITE>HELL-objects.text
LIMBO:>SYS>SITE>HELL-namespace-change.text

I removed the line
USER-PROPERTY ALL-MAIL-ADDRESSES-FORWARD Yes
There was also a line below:
ALL-MAIL-ADDRESSES-FORWARD Yes
It looks like, that, as David Gadbois suggested in a private reply,
the M (and the rest of the line) from MAIL-ADDRESSES-FORWARD was
in a non-standard font, and thus not a BASE-CHAR,
and the namespace parser got confused by that and stopped its processing.
The rest of the string in the error message was noise from previous lines=
:
the parser reuses the same buffer for many lines, and text from a line
remains in the buffer until overwritten by text from a longer following l=
ine.

I'm not sure what is the purpose the log of change, what software uses it=
,
and how important the consistency of the log is. I hope that's not too mu=
ch,
and/or I did well enough.

BTW, in case it matters, when I edit HELL-objects.text, Zmacs complains:
Warning: the symbol :NETWORK-NAMESPACE is not one of the defined file att=
ributes.
Otherwise there is no sign of adverse behaviour.
