Hello,

you can set the CSC_OPTIONS environment variable, its contents are 
implicitly split at whitespace and added to the command line arguments 
of every csc invocation, also when run by chicken-install. Something 
like CSC_OPTIONS="-I/usr/local/include -L/usr/local/lib" may do the 
trick in your case.
