ext/srfi/srfi-19.scm license considered non-free by debian

I just saw debian bug #1023035

The license of ext/srfi/srfi-19.scm contains:
"However, this document itself may not be modified in any way"
which makes the license non-free in debian terms

Looking at the current srfi-19.scm file [0] the new license doesn't
contain such restriction anymore:

Would it be possible to adapt the license of ext/srfi/srfi-19.scm ?
