I don't quite remember whether I changed the dependency.  The tarball
contains pre-generated stub files.   We have .stub.c make rule so the
touching *.stub file may trigger genstub.   *.hints files----I need to
detangle Makefiles to find out the answer.    I would say it's safer to run
'make stubs' whenever you touch one of those "meta" files.
