Missed the important thing: After running build-config, I ended up at
patch-191, 'tla revisions' shows all patches, including patch-172 and
patch-174; however:

[email protected]:~/src/foreign/pika-scm/src/scm% tla missing
patch-172
patch-174

Strange...
