How much that can be easily found and freely used? Are there major 
resources out there that I'm just missing?

The argument sounds like an apology for unnecessary incompatibilities 
from here.

...at least it would be, if the code had explicit reuse permission 
grants. Can a developer touch that without considering legal defences?
