I've come up with a solution to this which I've implemented on the
WebProgramming topic, and it works fine speed-wise.

Instead of using included attachments for the source code, I've created a
topic for each source file, which contains the raw source.  In this case,
the topics are Web1Scm, Web2Scm, Web3Scm.  Including a topic seems to work
plenty fast.

Assuming there doesn't turn out to be a better way, then I think to make
this manageable, it may make sense to create a separate twiki "web" for
source code topics.  For example, if we call that web "Scm", then you would
include source code using a name like Scm.Web1, i.e. the syntax is:
%INCLUDE{"Scm.Web1"}%

This would have the advantage of grouping all the source code in a single
directory, without being mixed with other stuff.  A simple copy+rename would
convert them all to ordinary .scm files for packaging in a zip.

I'll convert the other pages to this system shortly.  We can always change
it again if we find a better way.
