Oh, OK.  Just in the interests of presenting all the facts, it would be easy
to set up a separate twiki "web" which does require login with controlled
update.  Links between that and the publically editable one would be
seamless, e.g. it's possible to create topics that include material from
both webs and provide combined tables of contents, etc.

A difference between what Schematics is doing vs. the Postrgres and PHP
manuals, is that manuals need to be written at least in part by developers
or their representatives, and there are aspects which are important to
control to properly communicate the functionality of the system in question.
But PLT already has a comprehensive manual, so I'm not sure what bits of the
cookbook we'd want to protect, beyond the protection that versioning gives
us.

We could, in the authoring instructions for the Cookbook, impose some
voluntary policies on how changes to other authors' work should be
submitted, e.g. suggest that comments be added at the bottom of a topic
rather than making wholesale changes to the original text.
