RE: Upcoming TocPlugin changes

I'm done experimenting with TocPlugin and have put things back the way they
were.

Although it has some useful features, TocPlugin has a number of default
behaviors and restrictions which don't really fit what we've been going for.
Although it makes TOCs for a hierarchy of topics possible, it's very limited
in what can appear on those pages.

TocPlugin would make it possible for us to create pure index pages quite
easily - e.g. a page like StringRecipes would be nothing but a table of
contents for the string recipes, with no other text.  Including any kind of
other text immediately creates problems, though, because of the way
inclusion and heading-level relationships work with TocPlugin.  I'll happily
give gory details on request.

The remnants of my efforts can be seen at Sandbox.StringRecipesNew, which
was just one of the many combinations I tried.

I think we're back to the idea of doing our own thing for collating and
generating a printable book.  I don't think that's a big deal, because we'll
be in control then, as opposed to having to work with the limits of scripts
designed for a different scenario.
