RE: new source code formatting option

I've set up the new Scheme formatter so that %begin scheme% invokes it, so
all the existing pages should now use it.  The %begin scm% tag will no
longer work, but I've edited the one Cookbook page that Noel used it on
(StringRecipeDecodingBinaryMessages).
