Anyone know anything about CSV.ss?

Jens pointed me at the CSV parsing code in http://cvs.sourceforge.net/viewcvs.py/schematics/data/, I had a look at this but it looks like it was written for something other than PLT (uses require-library ?) and it's not clear whether it was part of another project.  Anyone know what the status of this code is?
