I don't think access control should be that difficult to implement. 
Should we consider planning to migrate towards a Scheme-based solution
when we have something ready?

As I've said, I think it's feasible to continue to create recipes, build
up cookbook content and convert it to another format later.  If we have
some idea of what format we're planning to move to, that'll make it even
easier.
