I've done this for new topics.  The topic PlannedTopicClassifications lists
the remaining topics that don't yet have a CookbookForm.

I did one of these last night: I created MakePlatformIndependentPath out of
FileManipulation.  All that's left of FileManipulation now is a brief intro
paragraph.  If that can be integrated somewhere else or deleted, then
FileManipulation could be moved to the Trash web.
