SRFI 29 Localization Bugs

Hello,

I tried the example in SRFI 29  
(http://srfi.schemers.org/srfi-29/srfi-29.html) in DrScheme v207 and I  
encountered two bugs:

* 'store-bundle' attempts to create a directory under collects/srfi/29/ 
bundles. In my system, this one belongs to root, which generated an  
uncaught exception. Returning #f or using the user collects directory  
would be more appropriate.

* localization.ss does not include the extended 'format' procedure, so  
the the example program (that uses a "~1@*~a, c'est ~a." string format)  
cannot compile. Including the new format definition from the SRFI makes  
it work.

I am willing to help fixing those.

Incidentally, do you know about any other i18n package for PLT Scheme?
