I am currently waiting for an answer from PLT to know how to localize our software efficently - the main concern being encodings and changes from v2xx to v3xx. Depending on how they really plan to use Unicode in the next version of PLT Scheme, I will either use SRFI 29 or adapt an existing gettext bindings for MzScheme. Anyway, I am still willing to fix SRFI 29, abeilt I will not work on it right now in the latter case.
