That sounds fine to me.  Any given package could have its own page, and if
the authors are so inclined, the actual downloads could be attached using
TWiki's attachment feature.  We could add a CookbookForm category for these
pages, and have an automatic index page for them.

Re the point about "contributors who haven't yet understood how the cookbook
works", should we be setting up a separate, non-Cookbook wiki area, either
for Schematics, or PLT, or both?  It's no trouble to do that.
