Draft Cookbook announcement

I've written up a new announcement for the Cookbook:

I plan to post this (in plain text form) on c.l.s. sometime today (Friday),
to honor Neil's desire to catch people just before the weekend.  ;)

I've also changed http://schemewiki.org/ to be a wiki page in the "Main"
web, and added links to all the Scheme-related wikis I could think of; and
I've changed the Cookbook link on the Schematics Sourceforge page.
