Scheme Cookbook spam

It looks as though we're getting a few users signing up on the Cookbook so
they can boost their Google ranking with links to their sites.  At least,
that's what these appear to be:

http://schemewiki.org/view/Main/HotlinJM

and probably this one:
http://schemewiki.org/view/Main/DuXinzhen

Since it's not an epidemic yet, I'm not too concerned, but thought I'd
mention it.  If we get many more of these, we may need to consider some kind
of measure to prevent it, e.g. human approval for new signups.  I haven't
investigated the TWiki anti-spam options, if any.
