an alpha port of OPT-LAMBDA to SISC

Continuing my work on a port of SchemeUnit to SISC, here's an port of
MzScheme's OPT-LAMBDA form to SISC.


The definition of RAISE-SYNTAX-ERROR here is a quick and ugly hack, a
better version could (and should!) be written for SISC.


The port contains code from PLT MzScheme mzlib/etc.ss, and so is
covered by the GNU Lesser General Public License (LGPL).

Code that I wrote is dedicated to the public domain.
