SRFI 67 "Compare Functions"

Chongkai's post reminds me.

I have submitted a PLT version of srfi 67 (the reference
implementation wrapped in a module) to bugs.plt-scheme.org.
It is a little unclear to me, who is in charge of srfis, so
gathered putting it into the bug system would make sure
it eventually would creep into svn.
