That's to be expected, as there's not index for that URL - Eclipse
accesses this one:

http://www.s48.org/sdt/sdt-update-site/site.xml

... which is accessible.  I also just checked: works for me in the
Eclipse updater.  Could you provide more details about what "not
accessible" means exactly?
