Patch for scsh regexp bug

I noticed that in posix_compile_regexp, scsh doesn't properly compute
the flags argument to pass to regcomp (``|'' has higher precedence
than ``?:'').

(Unfortunately, this is unrelated to the ``invalid character set''
error from before.)
