After meeting Manuel personally at the ILC07 I packaged a setup.exe 
version and went the official cygwin proposal way, for scsh-0.6.7-1

Since it has a debian package the ITP is only formal and it will appear 
soon at the cygwin setup.

I also started to work on READLINE integration at the ILC07.
This annoyed me, but I probably will never finish this, because I'm too 
lazy. And it brings in GPL. same problem as with CLISP years ago. 
Nevertheless I really love CLISP's READLINE support and that's why I 
started. It should work with async IO, there are callbacks.
