The administrative node @@ existed in the previous version of SXML:
please see the very end of the SXML 3.0 specification. After a long
discussion, it was decided that the single administrative node @ will
be sufficient. So, the currently preferred was of specifying
NAMESPACES is within the `@' node inside the attribute (`@') node.
