case-sensitivity of special symbols in SXML

In SXML, are the non-XML-name symbols (e.g., "*TOP*", "*PI*") in
all-uppercase (as I think is suggested by the code, examples, tests, and
most of the packagings of SSAX)?  Or is the case of non-XML-name symbols
dependent on the particular Scheme implementation?

I have a few reasons for asking this:

1. For the last few years, all of my SXML-related libraries, including
   HtmlPrag, make a point to consider those symbols all-uppercase.

2. While one could make an argument that the case-sensitivity of
   non-SXML-name symbols should be left up to the particular Scheme
   implementation in use, the SXML specification seems to encourage
   using a case-sensitive reader mode of the Scheme implementation.  If
   one uses a case-sensitive read mode for interpreting/compiling the
   SSAX code and for reading literal SXML (from files, or embedded in
   Scheme code), that gives case to the non-XML-name symbols.  These
   symbols then, for example, aren't necessarily "eq?" in the same
   Scheme environment when compared by Scheme code that is/was
   interpreted/compiled with a different case-sensitivity mode.

3. One of the Scheme implementations I use has recently bundled an SSAX
   packaging that emits lower-case non-XML-name symbols, whereas all the
   previous packagings of SSAX I've used with that implementation
   emitted upper-case non-XML-name symbols.  There is some discussion
   over this.
