Yes, SSAX package from PLaneT contains "ssax-code.ss" instead of "ssax.ss", 
since the latter file contains SSAX code interleaved with validation tests. 
Actually, "ssax-code.scm" is obtained by automatically extracting macro and 
function definition from "ssax.scm"; unforturately, comments and 
indentations are lost during this extraction.

Yes, SSAX sources in ssax.sf.net CVS are the consistent ones. "ssax-code.ss" 
in the current PLaneT package is produced from these souces by adding 
PLT-specific module headers.
