doctype public id

Hi everyone,
  I'm implementing a custom parser (using make-parser) that includes
support for DOCTYPEs, and I notice that the handler interface for
DOCTYPE discards any PublicId that it finds.  Just wondering why this
is, and whether there's anything I can do about it...
