freeze for sbcl-2.6.3

Hi all,

As the flowers burst from the magnolia trees, at least on my street, let
us pause on new feature work to touch the grass, but also to test, catch
regressions and fix critical bugs, for a release expected to be around
the end of the coming week.  Thank you, and enjoy the start of Northern
Hemisphere spring.
