Announcing UFFI-Devel mail list

I've moved the UFFI-Users mail list to Mailman. I've also created a new
list UFFI-Devel that will be higher-volume covering the details of
development. You can subscribe to that mail list at

Current status of UFFI: development is still proceeding rapidly.
Manual is 80% done (missing some important details). I'll be adding
C-union support this week. I'll also be adding some additional
functionality for arrays. I'll be eliminating the concept of
foreign strings and make cstrings be implemented universally amongst
implementations. (Currently, cstrings are handled differently for 
CMUCL to allow automatic translation :in and :out of functions.)

At this point, when I made changes that are not backwards compatible,
I'll be increasing the second version number. The current version
is 0.2.8. So, the next version that changes the interface will be
0.3.0.
