I'd offer to take the current release plus (if you're willing to
release it) the (SBCL) version you're working with and make it a
common-lisp.net project. I cannot guarantee that I will have enough
time and skills to really work on it but it'd be a first
step. Developers willing to work on improving USQL will certainly also
get common-lisp.net accounts.

As far as the Debian package is concerned you might want to ask Kevin
Rosenberg ([email protected]) if he's willing to maintain it. He's
maintaining the majority of the Lisp-y Debian packages anyway and I
/think/ he wouldn't mind to add one. But ask yourself.
