"Xpost" isn't based on the Newsgroups header (which isn't available during header retrieval) but on the XRef header. This means that the filter doesn't count *all* groups the article was crossposted to but only the groups which are on your server. The more groups your server carries, the better will this type of crosspost detection work - so don't even think about using it with a local server like Hamster or Mailtraq.
