Yes, this is probably the case. All the list software I've used however 
(which admittedly, isn't really that many) had a fairly simple way of 
adding without confirmation.

I think so. Joe Anybody can add just about any list which accepts new 
subscribers to the archive, without the admin's knowledge. That might 
be a problem if the admin doesn't like the conditions of the archive. 
Sounds a little dangerous to me.

One vote for opposed because I think the ability to add a member 
without confirmation is a good criteria to meet to show 
control/ownership/admin rights of the list in question. But I could 
probably still be convinced that this causes difficulties for some 
lists.
