IMO /usr/sbin/sendmail or new-inject should be the default.  Whereas
SMTP is primarily a server-to-server communication protocol, this is
very much a client-to-server protocol, and the server should assume that
the client is going to give it only minimal headers.  That is, the
server *should* in this case clean up headers and add anything
appropriate (like Message-Id: or From:).  Something to this effect
should go into the spec too.
